The Department of Social Welfare and Development (DSWD) on Wednesday, June 10 said that it is consulting with legal experts to ensure that the agency’s distribution of the second tranche of cash subsidies is within the bounds of the law.
DSWD Undersecretary Rene Glen Paje said this following the differing views on the expiration of Republic Act No.11649 or the Bayanihan to Heal as One Act, the agency sought legal advice as to whether they can proceed with the second phase implementation of the Social Amelioration Program without waiting for the passage of the Bayanihan to Recover as One bill or the co-called Bayanihan 2.
Some senators earlier said RA 11469 lapsed on Friday, June 5 after Congress failed to approve a law to replace it. Last week, Senator Sonny Angara, sponsor of the Bayanihan 2 bill, expressed belief that the effectivity of RA 11469 ended on Friday, citing that the Constitution provides that special powers given to the President during national emergencies “shall cease to exist” upon the adjournment of Congress.
In a virtual press briefing on Tuesday, Paje said around 1.3 million beneficiaries of the Pantawid Pamilyang Pilipino Program from the enhanced community areas will receive the second tranche of cash aid.
