The Department of Migrant Workers (DMW) Regional Office VII (RO-VII) has forged a partnership with the Local Government Unit (LGU) of Carcar City, Cebu, to improve its service delivery for overseas Filipino workers (OFWs) and their families. The collaboration aims to provide wider access to DMW programs and services, particularly in areas like capacity-building, Balik-Manggagawa accommodation, and processing of Overseas Employment Certificates (OECs).

The Department of Migrant Workers (DMW RO-VII) has strengthened its service delivery for overseas Filipino workers (OFWs) and their families in Central Visayas through a partnership with the Local Government Unit ( LGU ) of Carcar City , Cebu. During a coordination meeting held on February 17, 2025, at the City Hall of Carcar City , DMW RO-VII Officer-in-Charge Regional Director Maria Eloida O. Cantona met with Mayor Mario Patricio “Patrick” P.

Barcenas to discuss potential collaborations between the DMW RO-VII and the LGU. “We are very grateful to the City of Carcar under the leadership of Mayor Barcenas for the support that was willingly demonstrated during the meeting. We are confident that this partnership will be translated to many OFWs and families in the locality getting wider access to the programs and services of the Department,” said OIC-RD Cantona. As part of the agreement, the DMW RO-VII will be providing capacity-building training to LGU personnel on its various programs and services, particularly on accommodating Balik-Manggagawa (Returning Workers) and processing Overseas Employment Certificates (OECs). “When everything is in place, OFWs in the City of Carcar will not have to necessarily travel to the Regional Office just to process and print their OECs. This service is system-based and if we can fine-tune each other’s role, then things will be easier for the OFWs in the area,” she added.Mayor Barcenas and his Department Heads, including the head of the Peso Office, Ms. Aileen U. Panoy, expressed their full support for the DMW RO-VII’s objectives. As a result of the meeting, an upcoming Financial Awareness Seminar (FAS) for OFWs and their families will be held in Carcar City next month. To further demonstrate support for the Women’s Month Celebration, the LGU will be sending an OFW Business-Owner to participate in the “Mini-Trade Fair” hosted by the DMW RO-VII. “Utilize the pick-up truck to transport the seller to the trade fair,” Mayor Barcenas instructed Ms. Panoy during the meeting.To formalize all agreements and clearly define the roles of both parties, a Memorandum of Agreement (MOA) will be signed between the DMW RO-VII and the LGU-City of Carcar in the near future.Luchel S.
