The Department of Education (DepEd) aims to tackle the 165,000 classroom shortage in the Philippines through Public-Private Partnerships (PPPs). The initial target is to construct 15,000 classrooms by 2027 under the PPP School Infrastructure Project (PSIP 3), costing between P37.5 billion and P60 billion. The initiative will benefit over 600,000 students and create at least 18,000 jobs. DepEd also plans to scale up construction in future phases (PSIP 4 and 5). Furthermore, DepEd is leveraging PPPs to equip schools with power and digital tools, including electricity supply, satellite internet connectivity, tablets for learners, and laptops for teachers.

Angara presented the plan to President Marcos during a recent meeting in Malacañang, following the signing of the Technical Assistance Agreement with the PPP Center in December 2024. In addition to addressing infrastructure needs, DepEd is spearheading efforts to equip public schools with power and digital tools through PPPs to improve learning outcomes.
