That's how feeble their minds are. And Torre showed to all Filipinos what the Philippine National Police would be under him if he ends up being rewarded as PNP chief after the elections. Demonic in several ways, because they waited for him to arrive from Hong Kong, only to be met inside the plane with an alleged warrant of arrest, read from the cellphone. He was not given a hard copy nor was he accorded the rights of an arrested person under Section 59 of the Rome Statute. It was very un-Filipino because they never were allowed to have the former president pack his things, be brought to a hospital and the like. All they wanted to do was to push and push and get him out of the country, never carrying the fact that Ferdinand Marcos Jr.'s team was surrendering our sovereignty and the rights of a former president. Again, when he and his family were flown out of the country in 1986, Marcos was treated well, he was able to pack his clothes and bring their wealth out of the country. Why should Duterte be removed? He is too noisy, he is getting traction, there is the May 12 elections where the president has already claimed a 12-0 victory, which now is going to 10 candidates since apparently there are two of three who are about to be dealt with. After May 12, there is the impeachment which will convene on June 2 and the trial of which will be in July. Whoever thought of the final solution had numbers measured prior to March 11 and March 14. Was it truly ICC or the ICC option gave the surest way for the 16th to be out of the country, for so long the Marcos government was playing the baton? Out of sight, out of mind, right? That he was given due process is a grandest lie. Of course, the yellows, pinks and the Marcoses were saying, his rights were respected? How? The events leading to the sudden departure via a private plane paid for by the state was the ribbon in the gift to the people. Section 59 of the Rome Statute of the International Criminal Court outlines the procedures that must be followed when a person who is the subject of an arrest warrant issued by the ICC is arrested in a foreign state. Below is a summary of the key points of Section 59: – National arrest procedures - The arresting state must follow its own national laws and procedures when arresting and detaining a person under an ICC warrant. – Presentation to a judicial authority - After arrest, the person must be promptly brought before a judicial authority in the state of arrest to verify: that the warrant applies to them; that the arrest and detention were carried out properly; and that their rights have been respected. – Provisional release - The judicial authority can consider whether to grant provisional release pending surrender. Considerations include: the gravity of the alleged crimes; and whether there are sufficient safeguards to ensure the person's appearance for surrender. – Notification to the ICC - The state of arrest must notify the ICC immediately about the arrest and any provisional release decisions. – Surrender of the person - Once all procedures are completed, the person is to be surrendered to the ICC as soon as possible. Section 59 ensures that while ICC warrants are enforced, the individual's fundamental rights are respected and that national judicial processes are not bypassed. It also balances international justice with the domestic legal frameworks of arresting states. So, has the Marcos administration passed the test of Section 59? If you follow the Torre principle of arresting people, he does not care. He will arrest anyone so ordered by certain higher-ups and in operation, Torre is the police, the prosecutor and the judge. Even the difference between a warrant versus a warrantless arrest for him does not make any difference. He will call it as it is. Whatever happened to our PNP? And the worst part, how can the AFP be subjugated to a Torre? Where is the earth moving under a watch that has destroyed so many institutions? Flashpoints were being monitored on the results of the May 12, 2025 elections as well as the impeachment. But these flashpoints are now set aside because of the tsunami of reactions in the country and global reactions by Filipinos. This does not act to the fact that in Alyansa rallies, more and more people are chanting DU-TER-TE, overpowering B-B-M and even the performance of Andrew E. has failed. And from the grumbling speeches of the leader and the errors made, one can see he is putting up a brave front hoping he can replicate the 2022 magic, forgetting that the heart of the people was not the brand Marcos but rather, it is Duterte. You hit Duterte, you cannot resonate but only by the levers of power to 1) bring the people; 2) offer money and rice; 3) worse, ask PNP personnel to wear the campaign tees and be part of the crowd to show that he still has that magical connection. Political persecution is the systematic mistreatment, harassment, or oppression of individuals or groups based on their political beliefs, affiliations, or activities. It often involves actions taken by a government or ruling authority to silence, intimidate, or eliminate political opposition or dissent. In my 40 years of experience in politics and campaigns, I have not seen such treacherous acts planned and played out. It used to be, one can readily not trust just anyone. Today, our politics has gone down to the mud. Political persecution can include arbitrary arrest and detention; Individuals are imprisoned without fair trial or legal justification. Torture and violence: physical or psychological harm inflicted to suppress political opinions. Discrimination of the denial of rights, opportunities, or services based on political stance. Exile or forced migration or forcing individuals to leave their home country due to political views. Censorship and media suppression or restricting freedom of expression to prevent opposition voices. Job loss or economic sanctions or targeting individuals economically to punish political beliefs. Political persecution can occur in authoritarian regimes but may also happen in more democratic contexts when political minorities or dissenters face undue repression. International human rights organizations often monitor and condemn instances of political persecution. Will the ICC condemn the Marcos administration who delivered Duterte on a silver platter? Can Marcos stand full squares and face the wrath of the people? Will Duterte survive his winter or will Filipinos find in themselves the strength we found in 1986 and offered a world a peaceful transition? Hopefully we learn from history, our history!
