THE Commission on Elections withheld the payment of P90 million Smartmatic, its automated elections technology provider, over the suspected data breach that the Senate investigated last month, Comelec Chairman Saidamen Pangarungan said on Tuesday.Appearing before the Senate electoral reforms and people's participation committee chaired by Sen.

The P90 million was supposed to have been paid to Smartmatic last month but the Comelec chief said that he did not allow the release of the money.Pangarungan, who assumed the top poll post in March this year, said the commission's law department recommended that they wait for the conclusion of the NBI probe on the Smartmatic data breach for them to assess the extent of the damage and what steps they would eventually take.
