Barangay captain accused of allegedly forcing constituent to hand over half his SAP cash aid
A barangay captain in Caloocan City is being accused of forcing a constituent to hand over half of his P8,000 cash aid from the Department of Social Welfare and Development so he could supposedly give it to another constituent who needs financial assistance.
Mervin Lim of Barangay 127 alleged that their village head, Lee Vitug, tried to take his Social Amelioration Program cash subsidy when the latter, along with two other barangay officials, went to his house. A video of the incident was posted online. “Noong nakuha ko na po ‘yung pera… hinarang po ako ni Lina, na staff ni Kapitan Lee Vitug…at pinipilit sa akin kunin ‘yung kalahati. Sinasabi sa akin na may kahati po ako. Hindi ko po binigay, hanggang sa makauwi na po ako. Kinagabihan po, bumalik na po [sila sa bahay] at pinipilit [pa rin] pong kunin sa akin ‘yung P4,000,” Lim explained in a separate video, which was also posted on Facebook.
Mayor Oca Malapitan, in a phone interview, gave his assurance that the local government will issue a show-cause order against Vitug. However, the official will still be given due process, he said.Department of the Interior and Local Government Undersecretary for Barangay Affairs Martin Diño said that no official has the authority to take or deduct from the emergency subsidies of their constituents.
“Kung iyan ay P8,000, P8,000 ang dapat na makuha nyo… Wala dapat manghingi sa inyo, takutin kayo, o hatian. Bawal po ‘yan,” he said.
