Cubillan, its vice president for academic affairs, signed on UP's behalf a 'Declaration of Cooperation on Strategic Studies, Research, Publication and Capacity-Building' with the Armed Forces of the Philippines (AFP), which was represented by its chief of staff, Gen.

Cubillan, its vice president for academic affairs, signed on UP's behalf a 'Declaration of Cooperation on Strategic Studies, Research, Publication and Capacity-Building' with the Armed Forces of the Philippines , which was represented by its chief of staff, Gen. Romeo Brawner.
UP President Angelo Jimenez defended the Declaration by arguing that UP welcomes the cooperation as an opportunity for UP's comparative strength in academics and research to serve as an instrument of national unity. Jimenez further argued that the AFP should not be seen as an enemy, and that the policy of UP must be one of engagement.
