Zubiri then directed the secretariat to finalize the bill, “subject to style,” which, the Senate leader explained, is routine. The Senate leader added: “it is only when it’s enrolled, and once I’ve signed it,” does the document become untouchable.” Fielding questions from reporters, the Senate President also affirmed that the bill “underwent the right process” even though the secretariat, as authorized by concerned Senate leaders, fixed two disagreeing provisions, Sections 50 and 51, that contained different prescription periods for prosecuting violators. The two sections were collapsed into one.

At the same time, the Senate President, responding to Minority Leader Koko Pimentel’s accusation, clarified that “so, as long as it’s not an enrolled bill,it’s not tampering.” He described as an “honest oversight” by Senate staff the failure to see the different prescriptive periods in sections 50 and 51, and saw nothing wrong with having this defect cured by simply keeping the 10 year period, to reflect the intent of lawmakers.
