Windsor Police have named the man who killed six\u002Dyear\u002Dold Ljubica Topic five decades ago — after the Windsor Star\u0027s Freedom of Information battle dragged on more than three years.

Police said Wednesday night that “following an internal review of the case, we are confirming that Frank Arthur Hall, then 22 years old, was the person who committed the horrific homicide.” Police also originally declined to say when the killer died. Investigators said the man settled out west after the killing, but would not say where.
The Information and Privacy Commission told the Star in November that a decision would be coming in early 2023. After more than three years of fighting against revealing the killer’s name, the Windsor Police Service notified the Star Wednesday night that “full access has been granted to your request.”Article content
