AS the May 12 midterm election approaches, a welter of conflicting hopes and fears confronts the Filipino voters.

A complete administration debacle? An opposition shutout by the administration? A man-made miracle by the new automated election system? Uncontrolled vote-buying and other evils, and the actual failure of elections? The dawn of a new day? Or a new midnight marked by the explosion of political violence? Our people's choice seems to be between one extreme and another. A peaceful, orderly and honest election remains possible but subject to certain preconditions.

Despite its avowed duty to enforce all election laws, the Comelec has failed to stop the most common and widespread electoral offense in the city and countryside. The law is openly violated on or before election day, right under the nose of the law enforcers, but the violators tend to go unpunished. I refer to the open practice of vote-buying, usually conducted near the voting centers, and marked by huge streamers with the sign, 'No money, no vote.
