WHEN I was a young professor several decades ago, a colleague and I found ourselves wading through near waist-deep floodwaters in Metro Manila after a heavy downpour.
We were simply trying to get home from the university — shoes in hand, bags over our heads — walking through murky water that carried not only the risk of injury but also of disease, including leptospirosis. It was exhausting and frightening, and I promised myself never to take that risk again.Back then, we blamed the floods on poor drainage and unchecked urban growth. We believed things would get better.
Outside the Philippines, many countries in the Global South offer similar inspiration. In Vietnam’s Ho Chi Minh City, community-led adaptation programs combine modern flood controls with traditional knowledge. In Colombia’s capital Bogotá, citizen advocacy helped restore wetlands as natural flood buffers. In Bangladesh, local governments now work with civil society to maintain embankments and run early evacuation drills.
