SO much public resentment must have developed against the Philippine Senate for its failure to act promptly on the House of Representatives’ impeachment complaint against Vice President Sara Duterte. But it is foolish to assume the senators will want to abolish their own chamber just because of it.

The Senate has not always been the guilty party; in its last proposal for constitutional reform, the House proposed that the two Houses vote together as one body instead of separately, making the 24-member Senate an insignificant part of the 316-strong House, and three-fourths of their total vote as the vote of the “constituent assembly.” This was assailed by the Senate for its doubtful constitutional validity.

Before Duterte became president in 2016, the US had begun to regain the ground it had lost from the closure of the old military bases in 1991. In 1998, under the short-lived presidency of Joseph Ejercito “Erap” Estrada, the two governments decided to overcome their frosty relationship by entering into a Visiting Forces Agreement that would allow the US military forces to resume military exercises in the Philippines.
