Ito ang unang pagkakataon na hindi dadalo si Duterte sa SONA mula nang manalo nila ni Marcos bilang magkatambal sa 2022 presidential elections. Sa Amerika, ang"designated survivor" ay ang itinalagang partikular na opisyal na mamumuno sa bansa na wala sa listahan ng mga nakasaad na hahalili sa presidente sakaling may mangyari sa lider, gaya ng bise presidente, senate president at Speaker.
Nitong nakaraang buwan, nagbitiw si Duterte bilang kalihim ng Department of Education , na magiging epektibo ngayong July. Papalit sa kaniyang posisyon bilang pinuno ng DepEd si Senador Sonny Angara.
