Mayor Weslie Gatchalian said the new building 'stands as a testament to our dedication to investing in the minds, hearts, and futures of the students who will walk these halls.''We open doors to a legacy — a future built on the values of leadership, discipline, transparency, and good governance,' he added.The PLV, which opened as a city-funded, public tertiary school in 2002, is celebrating its 22nd founding anniversary.
