The UN agency for Palestinian refugees, UNRWA , has stopped delivering aid through the Kerem Shalom crossing between Israel and Gaza due to safety concerns . The agency's chief, Philippe Lazzarini, cited fears following a large convoy theft in November and recent attempts to deliver food trucks that were also taken. The UN reports that Gaza 's public order has deteriorated, with hunger, looting, and sexual violence on the rise.
