Negrenses are still without electricity and drinking water after Supertyphoon OdettePH claimed 13 lives after slamming Negros Oriental Thursday night until Friday dawn, causing extensive damage to property and agriculture.

A report by radio station DYWC anchorman Anthony Maginsay also reported 4 killed in Bindoy while several others are missing.

Bais City residents blamed the river control project that contributed to the tragedy because the sudden flood came after the river dike broke. As of Sunday, NORECO II had also completed repairing the backbone lines for Tanjay, Siaton and Bayawan substations and were just waiting for power from the National Grid Corporation of the Philippines while teams continue work on the lateral lines.
