ACT-CIS Party-list Representative Erwin Tulfo is planning to introduce legislation that would broaden government assistance for jobless Filipinos and individuals experiencing income insecurity. Tulfo, who currently holds the position of deputy majority leader for communications, intends to submit his proposal when the 19th Congress reconvenes in June.

He highlighted the Department of Social Welfare and Development's (DSWD) existing Livelihood Assistance Program, which provides a PHP 15,000 capital grant to families from impoverished communities lacking a steady income source to establish their own businesses. Tulfo, who previously served as DSWD chief, emphasized his intention to propose a more inclusive Livelihood Program that would extend support to all Filipinos, not just those in impoverished households. This expansion would encompass qualified unemployed individuals and those facing income challenges. He stressed the importance of equipping beneficiaries with sufficient training in business management to ensure the government's capital is effectively utilized for their betterment. The existing Livelihood Assistance Program, known as the Sustainable Livelihood Program (SLP), is a capacity-building initiative provided to identified impoverished, vulnerable, and marginalized households and communities. It falls under the DSWD's poverty alleviation program led by Secretary Rex Gatchalian, aligned with President Marcos's administration's poverty reduction objectives. The SLP primarily targets individuals residing in impoverished households and families who have graduated from the Pantawid Pamilyang Pilipino Program (4Ps). Tulfo envisions an expanded SLP that would encompass a wider range of Filipinos, ensuring that those facing unemployment or income instability receive the necessary support to improve their livelihoods
