ALTHOUGH it is unlikely to develop into a tropical depression, the trough of the low pressure area (LPA) is affecting Batanes and Cagayan in Northern Luzon, the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said on Tuesday.

Weather specialist Grace Castañeda said the weather disturbance was last spotted past 3 a.m. some 790 kilometers east-northeast of Basco, Batanes.She said the southwest monsoon locally known as 'habagat' is the one that is affecting most parts of the country. specifically Southern Luzon, Visayas and Mindanao.

'Generally, the country is expecting a fair weather condition over the next 24 hours but isolated downpour and thunderstorms can be experienced in the afternoon or at night,' she said.In particular, Pagasa said Metro Manila and the rest of the country will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to the southwest monsoon and localized thunderstorms.
