THE Toll Regulatory Board was established by the toll operation decree issued by then-president Ferdinand Marcos Sr. It was tasked to supervise, monitor and regulate the construction, operation and maintenance of all toll facilities, including the imposition of appropriate toll rates that may be charged for the use of said tollways.
This circular, which defines penalties for corresponding violations, potentially shifts responsibility unfairly onto motorists for issues that may originate from the toll operators' side.As early as Dec.12, 2020 , I already pointed out some problems associated with the RFIDs used in the tollways.
