IT is not an isolated opinion. The quality of the Senate has taken a steep dive, and this became more visible when contrasted with the commendable performance of fresher blood in the House of Representatives.
The hearings conducted by the quad committee and Good Government and Public Accountability Committee at the House provided the public the opportunity to witness how members of Congress who are elected to represent specific constituencies, from electoral districts to party-list sectors, have outshone the senators who are elected at large in a national contest.
The Senate, in this context, is seen not as a body whose main task is to legislate laws. It is seen more as a platform for the dissatisfied and the outcasts to have an idol on whom they can rally around. A Senate like this would, therefore, become a theater for performance, where members are seen as crusaders pouncing on resource persons and shouting in anger at them. They are rendered visible more for their bravado and audacity and less for their skill in crafting laws.
