THE 1987 Constitution is as clear as it was written. Section 17 of Article III of the Bill of Rights states, 'No person shall be compelled to be a witness against himself.'Jurisprudence, however, seems to have diluted this right by citing exemptions, and since the Supreme Court is the ultimate arbiter of the constitutionality of acts, then we have to submit to its wisdom, even if we find, as I find now, that the reasoning may actually be against what the Constitution intended.

One of the exemptions where a proceeding cannot become a venue where the right against self-incrimination can be cited is when it is not criminal in character. And yet, the interpellations of members in many hearings are full of accusations that the invited guest may be guilty of committing a crime.Congressional committees also wield the power to cite people in contempt and order them jailed. This is a power that has been repeatedly upheld by the Supreme Court.
