I would not divine what reason the President gave for withholding his signature, but if he had reservations then I would like to commend him. For now, the discontinuation of mother tongue-based education until Grade 3 is solely the Congress' burden to bear.
Here, Congress required that the optional use of the mother tongue shall be subject to review after every three years henceforth, where the Department of Education can recommend for either the continuation or discontinuation of the mother tongue as a medium of instruction in monolingual classes.
