THE road to reform is rarely smooth, but few policy detours have been as glaring — or as bitterly ironic — as the fate of the Philippine party-list system.
Born in the hopeful wake of the 1986 People Power Revolution, the system was designed to crack open the gates of Congress for the voiceless. It promised a new era of representation — one where laborers, peasants, women, indigenous communities, and the urban poor would no longer be spectators in policymaking, but participants. A bold experiment in democracy, rooted in the principle that governance should serve all, not just the elite few. But today, that promise rings hollow.
Voters, already weary of corruption and inequality, slide deeper into resignation. And the idea that power might one day reflect the people who need it most grows dimmer. But it's not too late to course-correct. If we are to honor the 1987 Constitution's spirit, reform is urgent — and possible. It begins with rewriting the rules to reflect the system's true intent. First, define 'marginalized' clearly and strictly.
