Ms O’Neil said trust in democracy was in substantial decline in Australia and around the world, and polarisation and populism were on the rise.“We cannot stand by and do nothing,” she said. “I have had many discussions with global democracy experts over the past six months. This is a much admired problem. Many can explain the shapes and contours. No one seems to know what to do.”

Her professional focus has been tapping the work of governments, international organisations, think tanks, non-profits, militaries and universities to solve complex public policy problems and translate ideas into action.Dr Whalan helped establish the Paul Ramsay Foundation, now Australia’s largest philanthropic organisation.
