First of two parts
READERS of this column may recall my columns on the many systemic issues we face that date back generations. Like overpopulation, inadequate and expensive infrastructure, the evisceration of manufacturing and industry, substandard education, and others. And I contrasted that with the substantial and sustained progress in the same areas and more by most of our neighbors, despite their many social, economic and political imperfections.
Likewise, why do prosecutions often take decades? Related to corruption is that in some other countries, while present in a big way, corruption often does not happen at the expense of quality of work, just the cost.Many also have a civil service that is more established and respected than ours. Services, while not perfect, are at a higher level than ours and more responsive.
