MY passion in nation-building started in my time as part of the peace talks in the Philippines involving three groups of rebels during Fidel Ramos' administration. As chief technical staff to the late General Abat, I helped draft the general peace agreements and the amnesty proclamations with RAM-SFP-YOU and the Altas Marcos loyalist group . These were two groups of military rebels who attempted a series of bloody coups d'etat against Cory Aquino's administration from 1987 to 1989.

The democracies born from the 1990s are now being threatened and in retreat from relentless attacks from populism and massive disinformation. The world's strongest military, the US got involved in many different subsequent conflicts. With the fall of Afghanistan, the continuing conflicts in Iraq, Syria, Gaza, Yemen and others, it is clear that the US can win the battles, but it cannot sustain the peace.
