“Franchise is a mere privilege, ‘di ba ? So hindi absolute ‘yong right mo to hold on to the franchise if there are violations, especially graft and corruption. Hindi absolute ‘yong right as an operator, it can be taken away from you,” he said. As to the impact of the PCSO’s suspension to the health care programs, Tolentino echoed Presidential Spokesman Salvador Panelo and said those who need assistance could approach the Office of the President.
