Graffiti with the words 'Ed Mapayo, drug protector' are seen in different parts of the city on Monday.
This tactic was routinely used under the previous administration to justify extrajudicial killings,' the NUJP said in a statement.It was not the first time the NUJP received alerts on Mapayo. In 2017, he was physically attacked by then Dapa, Surigao del Norte Vice Mayor Francisco Matugas Gonzales during an event in Pilar, Surigao del Norte.
