Department of Trade and Industry Secretary Alfredo Pascual leads the launch of the ATA Carnet System on July 15, 2024, representing a significant leap forward for Philippine businesses as it allows them to temporarily move goods across international borders without the burden of import duties and value-added tax in the host countries.
The ATA Carnet System, established under the Convention on Temporary Admission , will simplify customs procedures for Philippine exporters. It replaces multiple documents with a single, comprehensive document, facilitating temporary exports to over 80 countries and territories. The system is anticipated to boost international trade and enhance the country’s attractiveness as a destination for international events, as outlined in the Philippine Export Development Plan .
The launch of the ATA Carnet System is the result of a collaborative effort between the DTI, the Department of Finance, the Bureau of Customs and the Export Development Council .
