"What I did, in consultation with the other members of the Senate, was to tell the Palace, 'What do you want so that you will not veto [the bill]. What do you want in the bill?' 'Di ba? We never got an answer. I never received an answer from that time up to now," Sotto said. Under the 1987 Constitution, if Congress decides to override the veto, the House and the Senate shall proceed separately to reconsider the bill or the vetoed items of the bill.
"Ngayon, kung ang sinasabi nila e meron silang ibang laman o iba kasing gusto because of the veto then... we don't have time to do it, we won't have time, even the House of Representatives won't have time to do it," he said.
