Senate President Vicente Sotto III yesterday said the death penalty bill could have a chance of being passed in the Senate if it would be confined to penalizing high-level drug trafficking and plunder.

“Mahabang debate ‘yan, but if we confine it to one crime — or gusto nila two crimes dahil [kasama ang] plunder — hindi ganon [katindi ang debate kasi] lahat nung mabibigat na dahilan kung bakit hindi dapat ibalik ang death penalty, does not apply,” he said in an interview on Dobol B sa News TV.

Sotto said that not anyone who will be caught with a large amount of illegal drugs will be charged with death penalty. Kung halimbawa ikaw nahuli ka, driver ka, nahuli kang may isang toneladang marijuana. Hindi ka high level, driver ka lang eh,” he said. “Ang high level, siya yung nago-operate. I-identify nating maige kung sino yung high level, he added.

Sotto said that death by firing squad or hanging will not pass congress because these punishments are unconstitutional and inhumane.
