BEFORE colonialism, our nations were the bayans within various ethnic and linguistic groups; we were not imperial. But as we were part of the Southeast Asian trade, the lingua franca of the datu elite class was old Malay, and perhaps they also knew business Chinese. Spain colonized us but contrary to popular belief that they totally wanted to erase our culture, they actually did not teach much Spanish except in prayers.

Although the 100-page first part, “Report of the Board of Educational Survey,” began with praise for the achievement of the Philippine colonial education system, “a huge social experiment,” there was what was called “the language problem,” or how to determine the language of instruction. It was the priority issue over the training of teaching staff, the extension of facilities and the “practical adaptation to the needs of the Philippine people.
