Pagasa said Henry poses minor to moderate threat to life and property in Batanes due to the prevailing gale-force wind in the next 24 hours. Moderate to heavy rains will also be experienced in Batanes and light to moderate with at times heavy rains over Babuyan Islands by Saturday, September 3.
