As a person who works with marginalized people who are sleeping rough, they know how some members of the public feel towards them: that they are to blame for their situation. Or that they deserve whatever happens because they are not willing to make changes or do what’s right to pull themselves up by their bootstraps.

The point being, it’s a complaint-based system that leaves these officers or agencies without an option. They have to follow up on a call and there’s presumably a paper trail or file of some kind.
