The forum referred to is the 21st Shangri-La Dialogue , also called the Shangri-La Defense Forum, an annual gathering of hundreds of defense officials from 50 countries and billed as 'Asia's premier defense summit.
Jay Tarriela, who a month later led the insubordinate reinstitution of the 'aggressive assertive transparency' strategy, has won the day against President Marcos, who has scampered away rewarded by the US with the keynote address role in the Shangri-La Dialogues to 'reaffirm allegiance to the rules-based order.
