The Special Geographic Area (SGA) of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) will not have a full electoral setup in May 2025 due to the pending creation of its provinces and legislative districts by Congress.

This is because the creation of its provinces and legislative districts by Congress is still pending. Local Governments and Interior Minister Elijah Dumama Alba of the Bangsamoro Autonomous Region in Muslim Mindanao (MILG- BARMM ) said that President Ferdinand Marcos Jr.
has stressed a “moratorium on the creation of provinces” in recent meetings with Bangsamoro leaders. Consequently, during the May 2025 elections, constituents of the SGA will not be able to vote for gubernatorial and congressional positions until Congress establishes the provinces and congressional districts that comprise the SGA's provincial local government units (PLGUs) and regular legislative districts. The sole authority to create provinces and congressional districts rests with Congress. The SGA is comprised of 63 villages, detached from five municipalities of Cotabato Province, following a February 2020 plebiscite where they voted to join BARMM. Alba stated that parliamentary elections in the region are also likely to be reset by Congress. This is because the Senate is likely awaiting the official transmission of the House-passed Bill that aims to postpone the parliamentary elections in BARMM to May 2025. “In that case, the Senate usually only reviews the House version, and there will be no more bicameral conference, and it will be passed.” The Parliament of the Bangsamoro Transition Authority (BTA) has already created eight municipalities through legislation, which were subsequently ratified in plebiscites held in April of this year. The presidential moratorium on approving laws creating new provinces may stem from necessary adjustments to internal revenue allotments (IRA) following the Mandanas Ruling by the Supreme Court, which affirms short-changing of LGU IRA shares nationwide, according to local government experts
