The Senate committee inquiring into the status of the PUV modernization is poised to file a resolution soon, expressing the Sense of the Senate urging the President to suspend the program, which Senate President Francis “Chiz” Escudero called “ill-conceived” and arbitrary.

Escudero, who was Sorsogon governor before returning to the Senate, said the best proof of how badly the program was crafted was the fact that then PUV Davao Mayor Sara Duterte barred national agencies from implementing it in Davao City. So, when DOTr officials confronted Escudero on his decision to bar PUV modernization from Sorsogon province, “I told them, convince first the President’s daughter to accept this program” before he relents.
In response, Tulfo said,”the chair deems it proper to suspend this hearing and therefore I will file a resolution to suspend the PUV program.” Tulfo, for his part, slammed DTI officials that dealt with the local jeepney manufacturers, demanding to know why government was quick to endorse the payment of P9 billiion to foreign manufacturers of modern “jeepneys” and slow to endorse the same for local manufacturers like Francisco Motors and Sarao, which have made jeepneys for seven decades.
