Senate President Pro Tempore Jinggoy Ejercito Estrada is pushing for a bill that would impose a life sentence in jail without parole and a fine of up to P50 million for individuals convicted of espionage in the Philippines . Estrada's Committee Report No. 525 on Senate Bill No. 2980 aims to amend existing laws against spying, which he argues are outdated and ineffective. He believes the current penalties, as outlined in Commonwealth Act No.
616, are too lenient, carrying a maximum prison sentence of 30 years and a fine of only P30,000. Estrada points out that the law's origins date back to the American colonial period and that many of its provisions are directly copied from the United States' Espionage Act of 1917. He stresses the need for a modern law that reflects the country's current needs and interests. The proposed bill expands the definition of espionage to encompass cyber-attacks, digital or electronic access, and transmission of information, addressing vulnerabilities not covered by the 84-year-old law. Estrada warns potential spies that the long arm of the law will catch them if this measure is enacted. He emphasizes that the current penalties are disproportionate to the gravity of espionage, which threatens national security, stability, and peace. Estrada urges his Senate colleagues to approve the bill to address this clear and present danger and strengthen the country's defenses against espionage
