The proposed measure strengthening the security of tenure for workers is still under study by President Duterte amid concerns about the welfare of both employers and employees.

The President said he intends to consult affected stakeholders about the security of tenure bill, admitting he was in “a catch-22” situation about the measure.

The security of tenure bill that seeks to eliminate the abusive practice of labor-only contracting has been submitted to the President’s office after it was passed by the two houses of Congress last June. It will lapse into law on July 27 if the President will not act on it. Endo or end of the contract is a controversial practice of hiring workers for not more than six months, depriving them of benefits as regular workers as mandated by law.
