THE legislative bicameral report for the “true” Magna Carta of Filipino Seafarers, which does not include the contentious bond requirement, has been ratified by the House of Representatives and is expected to be signed by President Marcos soon.

The initial version of the bill included Section 58, which stipulated that seamen must post a bond equivalent to any award they received from final judgments by the National Labor Relations Commission or the Voluntary Arbitrator under the National Conciliation and Mediation Board before receiving their compensation.
The ratification follows a concerted effort led by Sen. Raffy Tulfo and Party-list Rep. Jude Acidre of Tingog, who chair the Committee on Overseas Workers Affairs in the Senate and House, respectively. The bill, which had faced hurdles owing to the contentious bond requirement provision, now stands on the brink of becoming law, pending the signature of the President.
