MANILA, Philippines — The Supreme Court directed Congress to comment and provide specific information related to the ongoing impeachment trial of Vice President Sara Duterte, including questions on procedure, authority, and due process.
In a notice dated July 8 but only made public on Friday, the Court En Banc consolidated two pending petitions: one filed by Duterte herself challenging the constitutionality of the fourth impeachment complaint against her, and another lodged by lawyer Israelito Torreon and others questioning the validity of the transmitted articles of impeachment.
Specifically, the high tribunal asked the House to clarify the exact dates the first three complaints were endorsed; whether the Secretary General of the House has discretion on when to transmit such complaints to the Speaker; the legal basis, if any, for the Secretary General’s refusal to transmit the documents,; whether House members were given adequate time to review the charges and supporting evidence before giving their consent; and whether the articles of impeachment were included in the...
