The Sandiganbayan Sixth Division has ordered the 90-day preventive suspension of Romblon lone district Rep. Eleandro Jesus Madrona in light of his pending graft charge involving P4.8 million in fertilizer fund scam back in 2004.
Madrona, who was governor of Romblon, was accused of violating Section 3 of R.A. 3019 or the Anti-Graft and Corrupt Practices Act when he awarded the contract for the purchase of liquid fertilizers to Feshan Philippines Inc. without undergoing the mandatory public bidding.
The said law states that “any incumbent public officer against whom any criminal prosecution under a valid information under this act…shall be suspended from office.” Only Madrona remains in public service, since he won during the recent mid-term elections. Instead of arguing against his suspension, Madrona voluntarily submitted himself before the anti-graft court and accepted its authority to suspend him.
