AS the Philippines performs better in sports and beauty pageants, we were once again brutally confronted with a painful statistic. If we believe the 2023 rankings published by the World Justice Project (WJP), we are a country with one of the weakest rule of law in the Asia-Pacific, ranking 13th out of 15 countries surveyed and rated.
In the entire world, we are at the lower bottom, with a score of 0.46, landing us in 100th place among 142 countries.The index ranged from 0.00, denoting the total absence of the rule of law, to 1.00, which implies its total rule. The index has eight composite factors. Factor 1 involves the constraints placed on governmental powers.
It measures the extent to which those who govern are bound by law. It comprises the constitutional, institutional and nongovernmental checks that limit the powers of the government and its officials. Factor 2 measures the absence of corruption in government, which includes bribery, improper influence by public or private interests, and misappropriation of public funds or other resources.
