“The effect is, when something is artificially cheaper than it should be, more people do it than should be. So, we have more traffic than our roads can accommodate,” Salceda explained. House Bill 376, which was introduced by Salceda in June last year, noted that since the enactment of RA 8794 in 2000, the motor vehicle user’s charges rates were only adjusted in 2004 and have not been adjusted for inflation for the past 18 years.
