Retired Philippine National Police (PNP) Lieutenant General Benjamin Santos Jr. surrendered to authorities on Tuesday, February 11, 2025, following allegations of involvement in irregularities surrounding a multi-billion drug bust in Manila in late 2022. Santos, who was the PNP's former third highest official, surrendered to the Criminal Investigation and Detection Group (CIDG) upon his arrival at the Ninoy Aquino International Airport from Singapore.

He was subsequently booked at the airport and brought before the Manila Regional Trial Court for the return of a warrant and the posting of bail. Santos was released after posting bail in connection with a case alleging violations of the Comprehensive Dangerous Drugs Act of 2022, specifically for bungling and delaying the prosecution of drug cases. Santos was among 30 PNP personnel accused of planting evidence and mishandling the prosecution of drug cases linked to a drug operation conducted in Tondo, Manila on October 8, 2022. The operation targeted Rodolfo Mayo, who yielded two kilograms of shabu. Santos, at the time, held the position of police deputy chief for operations. An investigation conducted by the National Police Commission (Napolcom) and the Department of the Interior and Local Government (DILG) revealed that Mayo's arrest was incorrectly reported. Instead of being apprehended, Mayo was taken to his lending office in the same city for an alleged follow-up operation. This operation resulted in the recovery of nearly a ton of shabu, valued at over P6.7 billion. While the operation was declared, it only implicated Mayo's staff, Ney Atadero.CCTV footage captured Santos overseeing the operation. Subsequently, it was discovered that 42 kilograms of shabu were stolen from the stash recovered from Mayo's office, but were later returned. PNP spokesperson Brigadier General Jean Fajardo stated that seven retired and active PNP personnel implicated in the case remain at large
