THE 23rd Ongpin Annual Memorial Lecture took place at Ateneo Rockwell on Nov. 14 and it was livestreamed. You can catch it on YouTube.
It was delivered by Zy-Za Nadine Suzara, a development economist with a panel of interlocutors composed of Dr. Cielo Magno, Dr. JR Punongbayan and Dr. Kenneth Hartigan-Go.The starting point of the lecture was the PhilHealth Cash Sweep by the Department of Finance, which represents the administration that has raised a hue and cry not only in health sectors, but in general public opinion.
The Department of Public Works and Highways fund was slashed by 60 percent to be put in unprogrammed funds. In other ways, the requested funds for the budgets of the Department of Transportation and even PhilHealth were slashed or denied and moved to the unprogrammed funds. This was 2023, what will happen in 2024?In unprogrammed funds, it is easy pickings. Somehow politicians are the ones who benefit and see to it that they are the ones who will distribute the largesse.
