Senators Bato dela Rosa, Jinggoy Estrada, and Win Gatchalian pushed for subpoenas to compel owners — not just representatives — to attend the next hearings.During the hearing, Public Works Secretary Manuel Bonoan confirmed that Wawao Builders, one of the flood control contractors, hasFrom 2021 to 2025, the company bagged a total of P9 billion worth of projects. Of this amount, P5.9 billion worth of projects are in Bulacan.

The hearing also revealed governance lapses in project planning. Bonoan said that many projects proceeded without feasibility studies. He further disclosed that the Department of Public Works Highways has not been coordinating with the River Basin Control Office, the agency mandated to draft a master plan for flood control.Senator Raffy Tulfo alleged that only 13.5% of project funds actually reach construction.

Senator Migz Zubiri said that lawmakers who lobbied for budget insertions in flood control projects should be named and made to explain their actions publicly.
