BAMBOO DIPLOMACY. Russia’s President Vladimir Putin and Vietnam’s President To Lam inspect a guard of honor during a welcome ceremony Thursday at the Presidential Palace in Hanoi. Vietnam and Russia have close ties going back to the 1950s, but Hanoi is not likely to give Putin the public pledge of ‘full support’ on Ukraine that he received from North Korean leader Kim Jong Un.

Making his first visit to the isolated North in 24 years on Wednesday, Putin said he did not rule out “military-technical cooperation” with Pyongyang, which like Moscow is under heavy international sanctions. Putin thanked his host — whose country has been under a UN sanctions regime since 2006 over his banned weapons programs — saying Moscow appreciated the “consistent and unwavering” support.

Mykhailo Podolyak, a senior aide to Ukraine’s President Volodymyr Zelenskyy, told AFP that North Korea was abetting Russia’s “mass murder of Ukrainians”, and called for greater international isolation of both countries.
