RESIDENTS of Cabiao in Nueva Ecija have called on the Commission on Elections to immediately look into the alleged widespread 'flying voters for a fee' scheme that is allegedly taking place in the town.According to the residents, this fraudulent operation is allegedly led by 'political operators' who take advantage of the supposed loophole in the Omnibus Election Code which allows voters to transfer their registration from one district, city or municipality to another.
They claimed that these 'paid voters' have no real address or connection to their community and that these fraudulent voters only use village-issued certificates. The residents pointed out that although a one-time registration transfer is legal, the Omnibus Election Code clearly has a residency requirement: that a voter must be a resident of the place for at least six months before the election.
