On Thursday, in response to a Postmedia question of whether the Monday decision was final, Locke said the vote was to restore the RCMP. Kooner said she may have been willing to release her research before the October election but would wait now until city staff delivered information on the transition costs.Her party campaigned hard to restore the RCMP and won a 5-4 majority, ousting former mayor Doug McCallum who won a majority in 2018 on a promise to create a municipal force.Article content

During the election, the Surrey Police Union said Kooner’s estimate was not correct and is not supported by documents or data. The union said the estimate overstated transitional capital spending, overstated a federal subsidy for the RCMP, and did not include severance for stopping the transition, among other problems.Article content

The Richmond review found operating costs could go up as much as 10 per cent with a municipal force, the Red Deer review found increased costs of up to 17 per cent.
